Subj:            Marine/SDC Post Hoa My; establishment of

  1. On 20 Oct 1965, the first of the three jointly named Marine/SDC Posts was manned at Hoa My Hamlet (BT 478142) on Ky Hoa Island.  Five SDC checkpoints are planned, of which only three (max) will be jointly manned.

  8. A complete list of the SDC members of each Hamlet will be forwarded after the tentative SDC rosters are physically checked for error.  The Hoa My SDC were physically registered today, but three members were not available and will be registered on the 21st of Oct.  The rosters will include the following:  Name, year born, ID serial number, date ID cars was issued, weapon, and weapon number.
  9. Identification Tags. Upon completion of registration of each Hamlet, ID tags will be issued to each man to include his name, year born, serial number, Hamlet, weapon and number, and job (SDC, PF, Hamlet Chief, etc.).
  10. Mission. The mission of the SDC posts will be to increase the Hamlet’s security, to strictly enforce the curfew, to provide a means of communication between the Hamlet and C Company during curfew hours (2000H to 0500H).
  11. Problems.
  12. The Hoa My SDC have seven carbines and a Thompson, but very little ammunition.  Each weapon has thirty rounds.  .30 cal and .45 cal ammo is needed to increase Hamlet security and to provide for live fire practice in the vicinity of a proposed range at Hill 12 (BT 478144).
  13. Additional magazines are needed for carbines and one Thompson.
  14. Barbed Wire.  Hoa My Hamlet is the least secure of the Ky Hoa Village Hamlets.  The Hamlet is so insecure after dark that the ass’t Village Chief, Mr. Hien; the Hamlet Chief, Mr. Chan; the SDC Chief, Mr. Do; and the SDC and PF who live in Hoa My sleep elsewhere at night for fear of VC assignation.  Mr. Do reports that 2-3 nights each month the VC distribute propaganda in or around the Hamlets.  The Hamlet has barbed wire but it is in need of repair and more is needed to supplement present defenses.  Because of Hoa My’s location, it is felt that a good defense of Hoa My will vastly improve the security and will bring of the entire Ky Hoa Island Village. Thus, barbed wire is very important.
  15. Communications.  A land line will be needed from the Company CP to link the SDC posts for more secure communications.  A request to the CommO will be submitted.  Radio communication is presently in effect with the Hoa My check post.
