Civil Affairs/Military Government/Community Relations

  1. Significant Activities.

Corpsmen of Combined Action Company treated 5,068 civilians during the month of August 1966.

31 Civilians were medically evacuated for treatment to ‘A’ Medical Battalion.

  4. Food         263 lbs.
  5. Special Civil Action Projects.
  6. On 12 August the Village Chief of Thuy Duong (YD 797194) was visited in regard to a family whose father was accidentally killed by Marines in a firefight during June 1966.  The family was given 25 pounds of food, and 15 pounds of clothing. Brief condolences were given to the family by Village Chief and Battalion Civil Affairs Officer.
  7. On 14 August Operation County Fair was held at Thuy Phuong Village (YD 819172).  Operation County Fair was run by Marines and local GVN authorities.
  8. On 18 August the Village Chief of Loc Bon (YD 925104) was given one 8×4 ft. sheet of plywood for construction of election Ballet Box.
  9. On 16 August coordination was made with Village Chief of Thuy Phuong Village (YD 819175) for construction of an additional schoolhouse at YD 820181.  The village Chief had requested 100 sheets of tin and 25 bags of cement.  This will be donated during the month of September.
  10. On 26 August, Civil Affairs Officer, 1st Battalion 4th Marines, District Chief Phu Loc, and Village Chief Loc Son went to homes of civilians who were victims to artillery fire on 20 August.  One civilian was killed and 3 wounded.  Two houses were damaged, and 5 buffalos were killed.  Food and clothing were given to the civilian families concerned.  Further intentions were to provide building material to repair the damaged houses and to submit solarium payments for the injured civilians and killed buffalos.
  11. Apparent Results of Civil Affairs Program.

The attitude of the villagers is receptive and friendly. The medical assistance has been especially effective.  It is felt that the prestige of Marines has been increased because of Operation County Fair.  It is also felt that the prestige of the village officials was increased by their motivation in directing resources for the betterment of their village people.
